There are two types of violations that can occur:
- Noise abatement procedure violations
- Night flight restriction violations
Nearly 100% of flights operating to and from Toronto Pearson are compliant with the noise abatement and noise operating procedures.
Violations of noise abatement procedures
The Enforcement Office monitors 100% of the airport operations using the Airport Noise and Operations Monitoring System (ANOMS) software.
The Enforcement Officer reviews all potential violations against the operational restrictions and noise abatement procedures. When residents submit a complaint the Enforcement Office has marked as a potential violation, the complaints are tracked and correlated with that event.
If the Enforcement Office suspects something was not carried out correctly, the details of the case are forwarded to Civil Aviation at Transport Canada for final disposition, as it has the sole authority for determining financial penalties. For any violation, Transport Canada may assess a maximum fine of $25,000 against a company and $5,000 against a pilot.

Violations of the Night Flight Restriction Program
Violations of the Night Flight Restriction Program are any flights that operate at Toronto Pearson during the restricted hours without the necessary permissions. In this case, we can also levy our own penalties of up to 16 times the landing fee.
