Starting August 9, fully vaccinated U.S. citizens and permanent residents living in and coming directly from the U.S will be allowed to enter Canada. As of September 7, fully vaccinated travellers from any country will be allowed.

Border restrictions changing for fully vaccinated Canadians and those eligible to enter Canada at this time

These changes were first hinted at on June 9, 2021, and were made possible by the success of vaccine rollout and the dedication of Canadians to upholding public health measures. 

Canadian citizens, permanent residents and others already eligible to enter Canada and who are fully vaccinated with a Health Canada-approved vaccine won’t have to go to a mandatory hotel, quarantine or complete a Day 8 test, but will still need COVID-19 tests before they leave for Canada and once they arrive. Use the Government of Canada’s website to confirm if you can enter Canada.

To be considered fully vaccinated, a traveller must have received the full series of a vaccine—or combination of vaccines—accepted by the Government of Canada at least 14 days prior to entering Canada. Pfizer, Moderna, AstraZeneca/COVISHIELD and Janssen (Johnson & Johnson) are the accepted vaccines. 

The ArriveCAN app will be updated on July 5 to allow fully vaccinated travellers to upload proof of their vaccination certificate, which will be verified to ensure authenticity. Travellers will also need to have a digital or paper copy of their vaccination documentation.

Partially vaccinated or completely unvaccinated travellers arriving by air will still be subject to the full suite of public health restrictions, including staying for up to three nights in a government-approved hotel and completing a 14-day quarantine. 

These new rules do not make it possible for foreign nationals or non-essential travellers to enter Canada. These new rules apply only to those travellers eligible to enter Canada at this time.
